I think you should know that the carts are NOT in PAL format - the video
format is determined by the console, NOT the cart. So even if you
purchase your carts in europe, they are still identical to the US
releases. The output from your US Jaguar will still be NTSC.
However, the Jag can be easily modified to output a PAL signal - check
out the Jag FAQ for details.

The 2600 hardware is identical on both sides of the pond, so a US
machine will give you no trouble at all with PAL carts.
The 5200 was not released in Europe, so you'll have to get all carts and
hardware from the USA. They all output NTSC signals. (There are
supposedly a small number of prototype PAL 5200s but I doubt you'll be
lucky enough to find one.)
The US 7800 has an encryption routine in the BIOS, but the European
model did not. As a result the carts are not interchangeable.
The Lynx and all carts are identical everywhere.
The XEGM (a game console based on old Atari 8-bit computers) can also
use all carts regardless of country of origin. However, some carts
designed for older computer models do not work due to OS conflicts,
regardless of PAL or NTSC model. (BTW, the same should be true for the
entire XE/XL computer line.)
