I've been using Team England and Italy.. with some of the tips posted here
I've been getting closer.. just yesterday I almost had him!.. soon
hopefully I'll get him :)

The easiest way to beat him is to play the waiting game. You can choose
most any team, but a team like Mexico who has far range on leg sweeps is
preferrable. For the first round block most of the time, Rugal won't do
much unles you start attacking alot. Just block a lot and keep moving
him to the corner, as time progresses, he will just start walking up to
you at which point you can leg sweep him. Some times he doesn't block
jump kicks either. So first round's a cinch, now for second round. In
round two you gotta' side step his fireballs and stuff as much as you
can. Other than that, just be on the defensive and leg sweep him when he
comes close. He's so fast that that's about all you can do. You usually
end up winning because you have more life.

Rugal Made Easi(er)

I know how to beat this so-called "boss from hell" using England. Choose
the order Mai-Yuri-King (later, you'll see why I saved King for last.) In
round one, use Mai's standing D kick to knock Rugal away. Keep it up
until Rugal loses the round. Now he'll fight you with "full strength".
Play the waiting game if you're still using Mai or Yuri. "AB" the
Reppukens & Kaiser Waves. Don't EVER jump at Rugal- if you do, you are a
damn fool! For Mai & Yuri, the waiting game consists of hitting him out
of his Rush move where he tries to wall-slam you. If you get to use King,
put out the Reppukens with slow Venom Strikes. Continue to fire away with
the Strikes- just watch that Kaiser Wave, AB it or block it. Rugal will
try to block some of your Strikes with an Athena-type mirror, but he'll
goof most of the time and get hit anyway. He may even rush at you- and
run into one. Keep them coming and he should be gone before you know it.
