WG D9200 monitor problems

Hello,
Been trying to get this running but am having problems with the
deflection circuit.
I have replaced shorted transistors Q418,413,414, D424, open R462 and
I think R854 and replaced bad IC404.
This got me intermittent display. Sometimes if you power on with no
signal input, the high voltage kicks on and the "No signal" message
comes up, other sometime it would come on even with a signal applied.
Got a display for about 20 min then when out and has not come back.

It acts like it can not lock on to a signal. It has what I call a
"deflection tick"(sound like it comes from T403 Horz pluse
transformer), you can hear the deflection circuit pulsing and tring
to
run and it changes when you apply a signal; no HV is running to the
CRT at this time.


I can't find any other parts shorted.
Called Wells-Gardner tech support and tried his sugestions about the
shut down circuit capacitor, but no luck
I am bench testing this with a computer in 640 x 480 VGA mode(with
connector moved to the VGA position).
I am starting to think transformer T403 is bad or one of the others
in
the deflection area.
Any other ideas???
