Understand what you're looking at here.
A game for the M2, a console from the Saturn / PS1 / N64 generation,
made in 1996-1997.
IMSA Racing on M2 is beyond the capabilities of PS1, N64 and slightly
better than what 3DFX Voodoo1 equipped PCs could do, also. Only
arcades were capable of better graphics in 1996-1997.

from the video info
"More IMSA Racing footage, this time a full race on the Mardi Gras
race track. Unlike the previous in-game videos that we've posted
(which are from a late-1996 alpha version), this is from a near-final
build of the game dating from mid-1997 and running on a retail unit."

The M2 did not get released in console form for a number of reasons,
one being that IMSA Racing was the only game even close to being
finished. Everything else (D2, Power Crystal) were many months from
completion. It was also getting late to launch a new console of the
PS1 generation in 1997. The M2 would've only had a couple years to
itself as the most powerful console before Dreamcast and PS2 would've
wiped it off the map.
