which you see (being violated) in these images, that require each user
to carry *more than one dog*:

Well, a few hours ago as I walked past a building-construction site in
Toronto, I noticed a professionally printed sign reading:
# CAUTION
#
# PEDESTRIANS MUST
# ADHERE TO
# TRAFFIC PERSONNEL
A sticky requirement! But I did not see anyone complying with it either.
