The sword is added first to it's maximum on 9. Then the wizard's
ring +2 and Fellowship +1 can be added in any order for a total of
12.

There is no rule prventing any hazard from being played at a haven.
Most creatures are not keyable to haven sites, but a few (like
creature manifestations of Elf Lords) are indeed keyable to havens.
