It took a while to find the cards that create these tokens in Gatherer,
but the correct search term is "white Soldier creature" for searching
the rules text.
Even the Odds, an uncommon from Future Sight, lets you put three Soldier
tokens into play for (2)(W) if you have fewer creatures than your
opponent.
Mobilization, a rare from Tenth Edition (and Onslaught), gives all your
Soldiers in play the ability to attack without tapping for (2)(W), and
it also has the abilty, for (3)(W), to create one Soldier token for you.
Darien, King of Kjeldor, a legendary 3/3 (4)(W)(W) rare from Cold Snap,
puts a Soldier token into play for every point of damage dealt to you.
Raise the Alarm, a common from Mirrodin, is an Instant that costs (1)(W)
and puts two Soldier tokens into play.
There are several others that seem like much more difficult ways to put
Soldier tokens on the board.

I think you mistyped something there:
Mobilization {2}{W} Enchantment
/ Soldier creatures have vigilance.
/ {2}{W}: Put a 1/1 white Soldier creature token into play.

The following have proven very popular in tournaments:
Decree of Justice {X}{X}{2}{W}{W} Sorcery
/ Put X 4/4 white Angel creature tokens with flying into play.
/ Cycling {2}{W}
/ When you cycle Decree of Justice, you may pay {X}. If you do, put X
1/1 white Soldier creature tokens into play.
Kjeldoran Outpost Land
/ If Kjeldoran Outpost would come into play, sacrifice a Plains
instead. If you do, put Kjeldoran Outpost into play. If you don't,
put it into its owner's graveyard.
/ {T}: Add {W} to your mana pool.
/ {1}{W}, {T}: Put a 1/1 white Soldier creature token into play.
I can also see these being useful:
Rise of the Hobgoblins {R/W}{R/W} Enchantment
/ When Rise of the Hobgoblins comes into play, you may pay {X}. If you
do, put X 1/1 red and white Goblin Soldier creature tokens into
play.
/ {R/W}: Red creatures and white creatures you control gain first
strike until end of turn.
Patrol Signaler {1}{W} Creature - Kithkin Soldier 1/1
/ {1}{W}, {Q}: Put a 1/1 white Kithkin Soldier creature token into play.
