Can I successfully cast a Sonic Burst if I don't have cards in my hand?
Also, If my Sonic Burst gets countered and I do have cards in my hand, would
I still end up discarding one as part of the cost?

Thanks

You can't even annouce the Sonic Burst unless you can pay it's cost,
which is discarding a card. (Actually, you can annouce... but you
action will be reversed because you are unable to pay the cost -- this
also explains why you can't discard the Sonic Burst to itself... it
wouldn't be in your hand when you pay the cost.)

You pay ALL costs long before the spell can be countered and if the
spell is countered you normally won't get any of the costs back.

Multani's Strength
GGG
Enchantment
Whenever one of your spells is countered, undo all actions required as
costs for that spell.

No. Discarding a card at random is part of the cost. You also cannot
cast Sonic Burst without paying one red and one generic mana, for the
exact same reason.

You discarded the card before anybody had a chance to counter it, just
like you tapped the land (or whatever) before it was countered.

Since discarding a card is part of the cost, could I fork a sonic burst and
not have to discard another card?

No. Current text for Burst is:

SONIC BURST 1R Instant
As an additional cost to play Sonic Burst, discard a card at random from
your hand.
Sonic Burst deals 4 damage to target creature or player.

Therefore, the discard is part of the cost and cannot be done if you
have no cards.

Yes. (You would have discarded one _before_ your opponent announced his
counterspell, in fact.)

You could. Correct.

No. As part of the cost of casting Sonic Burst, you have to discard a card (at
random) and pay (1R). If you don't have (1R) to pay, you can't cast the spell.
If you don't have a card to discard at random, you also can't cast the spell.

You would have _already_ discarded one when you announced the spell. When your
Sonic Burst gets countered, you don't get the card back.

Yes [as far as we know right now, not having a 6E wording for Fork to look at].
If you Fork a spell, the copy arrives "prepaid" - you only pay the RR for the
Fork, not any costs for the copied spell [mana costs or additional costs].

Nope. You cannot pay the additional cost.

If you announce Sonic Burst, you have to discard as part of the -cost-. It
can't be countered, by anything at all, until you're _done announcing_ it;
if it gets countered, you've -already paid- the cost, and don't "get a refund"
in any way.

No. The discard is part of the playing cost. You may not announce
casting a spell if you can't pay its cost.

>Also, If my Sonic Burst gets countered and I do have cards in my hand, would

Yes, because you already did discard a card when your spell was
countered, and there are no refunds.

(Costs are paid immediately. The discard is not part of the spell's
effect, so it's already in the past when your spell was countered.)

Yes, sure, provided that you were lucky and didn't discard Fork to
Sonic Burst first.
