humility and enchantments

in the new tempest adition there is a global enchantment called humility
it states in the text the following "each creature loses all abilities
and is a 1/1 creature"

My question is whether the enchantment also affects the power and toughness
given by creature enchantments like unstable mutation, whether played on
creature before or after the enchantment (Humility) comes into play.

This is a more complicated question than it first appears.
Unstable Mutation has two parts; the "enchanted creature gains +3/+3",
and the once-a-turn "put a -1/-1 counter on enchanted creature". Let's
ignore the counters for a moment, and look just at the +3/+3.
So we have two continuous effects on the creature; the Humility's
"you're 1/1 and lose all abilities", and the Unstable Mutation's "you gain
+3/+3". We apply them in the order they entered play. So if the Humility
came first, the creature is 4/4 (1/1, plus +3/+3 from the Mutation); if the
Mutation came first, the creature is 1/1 (the Mutation's change to the stats
gets "overwritten" by Humility's).
Now, you might think that the -1/-1 counters would work the same way--
that you'd apply them in the order they entered play. But you don't.
According to the rulings, you always apply the effects of counters first--
just after the text of the card itself, and before applying any continuous
abilities from other cards. So the counters' effect will always come before
the Humility's and the Mutation's; so the counters' effect will always be
overwritten by the Humility's. So the creature will always be 4/4 or 1/1,
regardless of how many counters it has. (Of course, that will change if
the Humility ever leaves play.)

It does for enchantments played before Humility, but doesn't for
any played afterwards. The general rule for these situations is
that conflicting effects are ordered chronologically; for example,
if you cast an Unstable Mutation on your White Knight, then cast
Humility, and then cast Crusade, your Knight will be 2/2 -- the
Mutation makes it 5/5; Humility reduces that to 1/1; Crusade boosts
it to 2/2. [Note that Unstable Mutation's other ability is
unaffected by Humility, i. e. the creature will still get -1/-1
counters during your upkeep.]
