That's correct. You either announce the spell with just the normal
cost, or you pay the buyback cost as well. You can't pay later to buy
the spell back.

Correct. Buyback is paid at the same time as the casting cost of the spell
and at the same time as any other costs; this is before the spell can be
interrupted at all. So you have to pay before you know if opponent will
cast a Counterspell.
