Sort of ... at the beginning of your upkeep, you will place on the stack
all required upkeep events (deciding an echo cost). After these events have
been placed on the stack, you may activate the Erratic Portal. Now the
EPortal will return the Echo critter and the Echo cost can be ignored *IF*
you don't have the mana currently in your mana pool. *IF* you do have the
mana IN YOUR MANA POOL, than the appropriate mana will be used to pay the
echo cost.

Yes, you can.

Well, sort of.
Under 6E rules you have to put all upkeep costs onto The Stack at the
beginning of your upkeep. Respond to dealing with the echo cost by
using Erratic Portal. The creature will return to your hand, then you
can't sacrifice it nor can you pay Echo (because there's no mana in
your mana pool) and you don't need to do either.

Sure. Instants are legal during upkeep.

Not in practice. Echo will get loaded onto the stack at the start of upkeep
step; if you get rid of the creature with Echo before having to deal with
the Echo ability on the stack, you can get away with not paying and not
sacrificing, in general.

Yes.

Yes. Under 6E rules, all upkeep abilities, including echo, will become
triggered. They are added to the stack before you can play any instants during
your upkeep. So even if you return the Echo creature with Erratic Portal, its
Echo ability will already be on the stack and resolve nonetheless. However, you
do not have to pay the cost if you do not have the mana in your mana pool. And
you cannot choose the other effect either, since the creature is not in play (so
it cannot be sacrificed). So effectivly, it will work the same.
