Yes, you can use its ability how many times in a turn you like, as long
you have mana and cards in your hand to pay for it.
If you were allowed to do it only once in a turn then it would say so on
the card. (e.g. "can only be used once per turn").
Sure. It doesn't say anything like "Play this ability only once per turn";
you can use the ability as many times as you can pay the cost. (You can't
use it more than once _at the same time_; you're not allowed to pay _2_,
discard _2_ cards at the same time, to get "twice the effect". But nothing
stops you from using the ability twice, paying the listed cost each time;
you can even respond to one use with the other use, if you want.)

Not as one single effect, but yes, you can use the ability as often as you
can pay for it. Play the ability three times during the same turn and the
creature will get three +1/+1 counters.
