Are there any official rules to Chaos or group games of Magic?
Now, the complicated question:
During a large chaos game, one of the players would announce his attack
phase, thereby, letting the other players do fast effects such as tapping
his creatures with the icy manipulators. He has multiple creatures and
more than one player to attack.
1) Can he attack more than one player in one turn?
2) If so, does he have to announce who he's attacking before or after we
use our fast effects?
3) If he can attack two players in a turn, does he further have to
announce which creatures are attacking which players before the fast
effects happen?
4) Finally, does he have the option, after announcing his attack to
attack with no creatures? (Thereby causing players to waste their fast
effects.)
We've had a big argument over this, so whoever answers me, please give me
some kind of offical listing of your knowledge of magic. Or, tell me
where I can get a copy of an official ruling so I can shove it in the
face of this #^$%^%@#! player.

I'm not aware of any official multiplayer rules for Magic. They are
house rules only.

When we (the collection of players that I play Magic with) chose to play with
teams or with everyone for themself games, you can attack as many players as
you want during your attack phase.

In any game of Magic, when you announce you're attacking, you tap the
creatures you're attacking with. There is no point in declairing the attack
phase if you are not attacking.

There are no official rulings. WoC has given more detailed errata for cards
for multiplayer situations, but not for game rules themselves. All you will
find are various house rules.
I wouldn't say definitely... our group (and every other group I've
played with, for that matter) plays that you only have to declare who
you're attacking with individual critters, in other words after the
opportunity to icy them has passed.

NO! BAD! When you announce you're attacking, you announce you're
attacking. You don't commit to attacking with anything at this point...
that comes during the declare attackers phase. The main reason a player
would declare an attack and then not actually attack with anything is to
clear his opponent's mana pool... for example, if you use an icy to tap
one of your opponent's two islands, he can tap it to add one blue mana to
his mana pool... normally, he'd be able to use this for a counterspell
later, but if you declare an attack phase, he has to use it or take burn...
