Can I tap my Mishra's Workshop and use the mana to activate the
already-in-play Masticore's popping ability? Can I also use this to
activate Cursed Scroll?

No. An ability isn't a spell.

402.5. An ability isn't a spell and therefore can't be countered by
anything that counters only spells. Abilities can be countered by
effects that specifically counter abilities, as well as by the rules
(for example, an ability with one or more targets is countered if all
its targets become illegal).

Is using a Masticore's damage-dealing ability playing an
artifact spell? No, it is not. It is not any kind of a
spell; it is an activated ability. You can't use the
Workshop.

Is using the activated ability on a Cursed Scroll playing
an artifact spell? No, it is not; it is also an activated
ability. You can't use the Workshop.

Playing a spell means taking a card from your hand and putting
it on the stack (paying all appropriate costs). Mishra's
Workshop cannot pay for anything other than taking an
Artifact card from your hand and playing it.

Mishra's Workshop Land

Nope. The actions you describe are activated abilities of artifacts,
not artifact spells. You can only use the mana from Mishra's Workshop
to pay for artifact spells that you put on the stack.

No. Mana from Mishara's worskhop can only be used to play artifact spells.
This is not the same thing as playing an ability that's on an artifact,
which this mana cannot be used for.

Nope.

Mishra's Workshop Land
Tap: Add three colorless mana to your mana pool. Spend this mana only to play
artifact spells.

Abilities of an artifact in play are abilities, not spells; this mana can't
be spent to play abilities at all. You want Thran Turbine for the purpose
you're trying to get:

Thran Turbine 1 Artifact
At the beginning of your upkeep, you may add up to two colorless mana to your
mana pool. You can't spend this mana to play spells.

Dave "and Thran Turbines are somewhat easier to find than Mishra's Workshops"
