You cannot end your discard phase with more than 7 cards. The Library
gets around this by having you skip your discard phase. You won't need to
discard down until you get to your next Discard phase.

You are correct and your opponent is wrong. You discard to seven cards
only at the end of your own turn. In fact, a favorite trick of Black Vise
players is to cast Ancestral Recall or Braingeyser on their opponent at
the end of their own turn, so that the opponent takes Vise damage from
the extra cards.

My greatest fear is that they might succeed.
You may only discards cards when something allows you to do so. Not if you just
feel like throwing a few cards away. The only time you may discard without the
help of a specific effect is during your (suggestively named) discard phase. You
may not leave your discard phase with more than 7 cards in hand (or whatever the
limit might be due to other effects), but this is the ONLY time the restriction
is checked.
