because there were no costs to trigger their effects.

Sure, they can. Creature abilities aren't targeted, so pro-from-white
won't keep a white pumpknight from pumping.

The Knight's ability isn't targetted and doesn't deal damage, so
it still works. [Protection does include protection-from-self;
for example, a Reckless Embermage enchanted with a Red Ward will
reduce to 0 all damage it deals to itself. But protection is not
protection-from-everything; it shuts down certain things, but
will not stop untargetted, non-damage-dealing effects.]

Correct. Neither Ankh of Mishra nor Justice has an activation
cost, so [by errata] the City won't touch them.

Sorry, that's wrong. Abilities of creatures that only affect itself
are not targetted, just like all spells that only affect _you_ and
cannot be played (or forked...) onto another player are not targetted
(like, say, Final Fortune).

So using the ability of a creature (regenerating a creature with a
Regeneration enchantment on it, pumping up a pump knight...) does not
target the creature in question, it (usually) does not deal damage to
that creature, it does not enchant that creature and it does not block
that creature. The effect will work.

City of Solitude has been ruled to affect only abilities that require
activation costs (something written as cost: effect) and spells:

Protection From White does 3 things:
1) Reduce all white damage to zero.
2) Cannot be blocked by white creatures.
3) Cannot be the target of white spells, effects, or enchantments.
Now, #1 will prevent self-inflicted damage and #3 will prevent the use of its
own targetted abilities on itself. [#2 cannot really be self-protecting.]
However, the pump-knights abilities are not targetted. They always affect
"itself" and not a "target creature", so they can still be used noramlly and
the bonus will still apply.
Contrast this with (say) a White Warded Icatian Priest {1WW: Target creature
gets +1/+1 until end of turn}. It does target a creature because you get to
select which one you want to get the bonus. The WWIP cannot use the bonus on
itself anymore (although it can bless other critters).

City of Solitude only prevents abilities with activation costs. Ankh of
Mishra and Justice (and all other triggered abiltiies) will function
normally.
