Please distribute this to web and mailing list areas.

In the January 1st Banned and Restricted list announcement, the issue of
Type 1.5 (Classic Restricted) tournaments was not addressed. Although
Classic Restricted is not the most popular format in some areas, there are
many areas which have a significant quantity of sanctioned Classic
Restricted tournaments. Without further ado, here are the changes to the
Classic Restricted format:

Effective Date: January 1st, 1999

Classic Restricted (Type 1.5) Constructed

Stroke of Genius is banned.
Tolarian Academy is banned.
Windfall is banned.

Feldon's Cane is UNBANNED.
