Yes. Although have not conrolled it continuously since the beginning of
your most recent turn, not having done so only prevents it from attacking
and using abilities that have the "tap" symbol as part of the cost. This
says the word "tap", but doesn't use the symbol. So you can tap it as part
of the cost for this ability.

Yes, as long as you also tap another Elf to complete paying the cost.
"Summoning sickness" (which term is no longer used but is still the best
paradigm to describe this with) stops the Ranger from attacking, and
from using any activated ability it has with the Tap _symbol_ in the
activation cost. The Ranger's own ability doesn't have the tapsymbol,
so it can be used even before the Ranger starts your turn under your
control, even if one of the Elves being tapped is the Ranger itself.
