It can protect you from any number of sources of damage, but you have
to pay the mana cost for each one separately. If three red creatures hit
you, you can completely protect yourself by paying 3 mana to your
CoP:Red. If you can only afford to pay 1, then you can only protect
yourself from one creature.

Yes. The text applies each time you pay for them. You can pay, once, for
each time a source of the appropriate color damages you.
