Can the X target creatures be just one creature. In other words, can one
creature be targeted multiple times? Why or Why not?

409.1c If the spell or ability requires any targets, the player announces
these. It can't be played unless the required number of legal targets are
chosen. The same target can't be chosen multiple times.

No. No, it cannot. Because the rules say so; if you're choosing more than
one target for a targetted spell or ability at the same time, they all have
to be separate targets. 409.1c: "The same target can't be chosen multiple
times".
