The question is, is the "4: Untap Grim Monolith"an applicable ability
for the Power Artifact? If so, the Power Artifact would make it
basically read "2: Untap Grim Monolith. T: Add three colorless mana to
your mana pool."A player used this two card combo for massive amounts
of colorless mana in a type 1 tournament. He was allowed the combo by
the head judge ( not me, I swear!), and his 1-3 turn kill ratio was
quite consistent and irritating to all of us attending, lol.

Yes, this two-card combo, at the moment, can make unbounded colorless mana.
(If this becomes a Problem in type I tournaments, they would probably Fix
it by making Grim Monolith be "4: Untap Grim Monolith at the beginning of the
next phase". But as far as I know, they currently have bigger fish to worry
about...)

Yes; Grim Monolith is an artifact, and this is an ability of the artifact.
