Do I understand this correctly that I can discard Obsessive Search as payment
for Force of Will and pay its "madness" cost of U and draw a card? Thanks.
No, because it's not possible to discard something while casting Force of Will
at all. (Read the card please.)

No, because Force of Will lets you remove a card from the game, that's not
the same as discard.

Take another try and ask about Foil instead of FoW. Then you'll get the
answer: yes, why not?

I don't believe so, since FoW removes a card in the hand from the game, which I
don't believe is the same as discarding. I could be wrong, though...
