Your opponent _can't_ Shock it in response. It's Gone to the
graveyard as soon as it's sacrificed, before your opponent gets
priority to do anything. The Fanatic is no longer in play to be a
legal target for the Shock the next time your opponent has a chance to
cast the Shock.
We've had a lot of questions like this before. To answer another
sacrifice related question: Regeneration will _not_ prevent a
sacrificed creature from going to the graveyard.

You pay the costs of the ability when the ability is _announced_, which
in this case is "Sacrifice Mogg Fanatic".

Sacrificing _what_ again? The Mogg is a card in your _graveyard_; it has
no abilities there.
(If you're under the impression that you somehow _wait_ to sacrifice it until
the damage is dealt, that's wrong; you sacrifice the Fanatic when you
-announce- its ability - you put it from play into your graveyard - and by
the time anyone can respond, it's dead already.)
