When Power Sink is cast, you MUST tap lands and spend mana from your mana
pool until
1) You have paid X
2) You have used up all mana in your mana pool and all of your mana
producing lands are tapped.
Hence, after a Power Sink that has successfully countered a spell, you will
not have any mana in your mana pool and all of your mana lands will be tapped.

Target spell is countered unless its caster spends X more mana.
Caster of target spell must draw and spend all available mana from
lands and mana pool until X is spent; he or she may also spend
mana from other sources if desired. If this is not enough mana,
target spell will still be countered.
YOu have to pay, even if you can't pay it all.
