Solitary Confinement - Island Sanctuary

Is it possible to get both of the enchantments effects. If I after
discarding a card in my upkeep to Solitary, I am suppose to go into my draw
step. Solitary confinement instruct me to skip it. Island Sanctuary
require me to decline to draw a card in my draw step, which I never come in
to. So then, is it impossible to use Island Sanctuary's ability?

I think so, but is it so?

No, this isn't possible. Island Sanctuary's ability will only apply if
you had a 'draw a card' action replaced with a 'do nothing' action
during your draw step. In other words, you would actually have to HAVE
a card to 'not draw' before the Sanctuary's ability would take effect.
Since you skip your draw step entirely, you were never able to draw a
card, and thus never able to skip the draw and use the Sanctuary.

that draw. If you do, until the beginning of your next turn, only
creatures with flying or islandwalk may attack you.

Solitary Confinement

At the beginning of your upkeep, sacrifice Solitary Confinement unless
you discard a card from your hand.
Skip your draw step.
You can't be the target of spells or abilities.
Prevent all damage that would be dealt to you.

It will never apply. It only applies if you would draw a card during your
draw step, but you never would draw a card then because of Solitary
Confinement.

If you skip your draw step, as per Solitary Confinement, then nothing that
would happen in that draw step can happen at all. This includes your
normal draw, but also includes, for example, Anvil of Bogardan's second
ability (which triggers "at the beginning of your draw step")... and includes
Island Sanctuary's entire replacement effect. Since you can't draw cards in
the first place during a skipped draw step, you can't do something -instead-
of drawing them.

So yes, these two cards do not play well together.
