No. You have to *play* his ability in order for him to deal the 1 damage.
You can play his ability any time he's in play, as long as you have
priority. You pay the ability's cost - i.e. sacrifice the Fanatic - and
that ability goes onto the stack.

No, you can sacrifice him during a turn that isn't yours as well. But you
do have to sacrifice him, and you can do that only if he's in play while you
have priority.

for instantce:
P1: declares attack w/ grizly bear (2/2 green creature)
Both players pass on playing instants/abalities
p2: declares block w/ mog fanatic
Both players pass on playing instants and abalities
Combat damage goes on stack
p2: Sacs mog dealing 1 damage to everything.
Damage resloves for 1 on the grizly bear, but he already took one
from the mog's abality, so hes dead.

you have priority, not just on your turn.

Yep. (Technical parts: this is an activated ability; the activation cost
is sacrificing him; the effect is 'deals 1 damage to the chosen target'.)

Neither. Having him go to the graveyard for ANY OTHER REASON than "I played
his activated ability and am paying the cost" doesn't 'set off' the activated
ability in any way; it's not a triggered ability. Activated abilities, like
spells, can only be played by -saying- you're going to play them, choosing
applicable targets, paying costs, etc. - going through the steps of "I play
this ability". Also, nothing restricts you to playing the ability "only ...
during your turn"; you may play his ability any time you could play an Instant
spell - any time you have priority, whether or not it's your turn at the time.
