Card replacement????

Hi all

I was playing my friend a game of magic, when he suddenly discarded about 3
cards from his hand, and drew another 3. I asked him what he was doing, and
he replied that you may (whenever you wish) discard a some cards from your
hand and draw that many. I have never heard of this. Since it was just a
friendly, I decided not to argue.

Is this bull, or is it a new rule that I am not aware of???

Bull, utter nonsense. What would be the use of cards like Bazaar of Baghdad,
Flux, Forget, Jalum Tome, Jandor's Ring, Krovikan Sorcerer, Merfolk Looter,
Merfolk Traders, Screeching Drake and Unfulfilled Desires? They all let you
discard a number of cards and then draw that many cards.

There is no general rule like that. Urza's Saga introduced a new card
mechanic called "cycling" that works like that, but it only works for
cards that have "cycling: COST" written on them, and you have to pay
the cost written on the card to cycle it. It doesn't work at all with
cards without cycling.

Your friend is, alas, wrong. [If that were the rule, then Jandor's Ring,
Merfolk Looters, etc., would have no reason to have been printed in the first
place.] You can only discard when a card or rule tells you to, and you
can only draw cards when a card or rule tells you to ... and the only
_rules_ dealing with these are that you draw a card as a phase ability in
draw phase, and you discard down to seven cards as a phase ability at the
end of your discard phase.

Your instincts were right you can not discard and draw if you could do this
then you could get the perfect hand.
