Do other DoC retain their additional vote if a Conductor is untapped,
but in torpor?

Yes.
You need to get that diablerie attempt accomplished while the
Conductor is tapped in torpor.

Presumably if you diablerize the Conductor it doesn't matter since by
the time the blood hunt happens she'll no longer be around to wave the
baton.

Correct. The Conductor only has a while-in-play effect.
