Can I play a Second Tradition to untap an on action I can't block?
Eg someone bleeds with Daring the Dawn and I want to deflect -can I
untap to do so with a 2nd and fail the obligatory attempt to block?

No. Card text on 2nd requires a block. You must be able to block.
