I've read a lot of old threads re:SoC and hunting. It seems that a vampire
with Soc on him and 0 blood may hunt but does this apply to other zero cost
actions such as bleeding for example. ie vamp with 1 blood and a big Seeds
bleeds, burns as much blood as he can and attempts the action Assuming he's
not blocked or reduced, is the bleed successful?

He attempts the action (whose cost, 0, he can afford) and *then* burns blood
for SoC. He ignores "burn blood" effects beyond his blood supply. The action is successful if it is unblocked, uncanceled, an its cost (of 0) is paid.
