Q: Can Hidden Lurker be played after a Change of Target? There is no
"combat" so I'm thinking no.

Q: Can Hidden Lurker be played after a superior Form of Mist has been
played? If yes, when?

Q: Can Carrion Crows damage at close range be counted towards Pulled
Fangs and Disarm? For example, both minions do 1 damage from hands at
close, but minion A played a Carrion Crows which inflicted an extra 1
damage at close. Can minion A play Pulled Fangs or Disarm?

"No" is correct. Change of Target cancels the action.

Yes. When combat ends.

No. Carrion Crows is environmental. The damage is not inflicted by the
vampire.

For the defending player, would it similarly be possible to play Fast
Reaction with another vampire after combat is ended by a superior Form of
Mist?

Can you play another Form of Mist in the following round if Psyched? I know
form of mist acts as an action modifier when played, but if the effects are
cancelled, does that mean you cannot play another? I'm split since the
after-combat effects are never seen, and there is no restriction on playing
the same strike in the next round. Seems to me that the answer would be
that you could play it to end combat, but would not receive the continue at
+1 stealth part of the text, but I'm not sure. Thanks for clarification.

The effects are not canceled.
Even if they were, canceling an effect is not the same as making it so
that the card was never played.

The acting minion cannot play it at superior twice in a single action.
