Another Mask 1000 Faces Q

Let's say I have two vampires: Brooke at 0/3 and Beast at 7/7. Brooke
hunts and is blocked by a 3rd vampire. Could Beast play Mask of 1000
Faces?

The rulings state: "Mask cannot be used to mask an action if the
Masking vampire is not capable of taking that action, . . .". Beast is
certainly able to hunt, but because Brooke was at zero blood, the first
minion action had to be Brooke's hunt (i.e. it couldn't be Beast's
hunt).

So, what's the ruling here?

Beast can mask the mandatory hunt.
