Came up in our tournament this weekend:

Meth A plays Charming Lobby+Vote and calls no other vote that turn.
Meth B plays KRC that is not blocked.
Meth A plays Delaying tactics, cancelling the vote.

Is the Delaying Tactics legal here?

Does the Charming Lobby burn since the vote/action was a success?

No.
DT cannot be played on an auto-passing referendum.
See response to Atomweaver earlier this morning.

The CL auto-pass is used up on the referendum, which passes
automatically, yes.
