LSJ:Non-camarilla?

The new rulebook says that past vampires called 'non-camarilla' are
independent.

But what do cards that effect 'non-camarilla' vampires do? (judgement
camarilla segregation, protect thine own etc.), do these cards effect
all vampires that arent camarilla, or just the independents, or no one
now??

They affect all vampires that aren't Camarilla.
Any vampire who is not Camarilla is non-Camarilla.
Any vampire who is not Sabbat is non-Sabbat.
