Joe
Peace Joe,
No, there is not. Jyhad plays just fine w/o artificial card limits, though
pushed votes and multiply redundant actions can easily be degenerate.
By pushed votes, I mean, the ability to play Political Actions cards, beyond
the one required to call the vote, from your hand during a vote.
By multiply redundant actions, I mean, having a minion take an action, say
bleed, untap (through whatever means), take the identical action, untap,
take the identical action, ad nauseum.

Certainly not. Also, the 4cl in magic only exists in Convocation
(tournament) rules (and most house rules).
Many house rules for VtES include a card limit (4,8,1,10%,50%, what-have-U),
usually 4cl, because of the influence of MtG. Official rules, as
well as tournament rules do not set a limit on the number of each card you
can have in your deck (generally - some card are banned, some are restricted).
