When do you untap the vampire? After combat? Because a friend of mine
says that since it says Immediatly, then he untaps before combat occurs
but says my action is still blocked.

And he goes to combat untapped. This is the official answer from tom,
even though the ruling on superior Freak Drive (action modifier) is the
oppposite - you play it *after* the combat to untap the acting Vampire.
