How do you intend to oust?

Bleeding or opportunistically voting when my prey has been made
defenseless by the Shambling Hordes.

How do you intend to keep from being ousted?

Aggressively ensure that no pool removal actions are attempted.

What do you want your ready region to look like?

One of the 10 capacity vampires with an Enkil Cog and a support
vampire or two. Luca Italicus is ideal, having all disciplines at
superior and he enables Papillon for replenishing his blood supply.

What do you want your average turn to look like?

Predator devastated, prey ousted. Or, two allies recruited, and a
bleed or two.

What's your metagame like? How do your opponents play?

Wildly varied. Anything from Horde Scobax to Anson/Anneke/Alexandra.

What problems have you observed with the deck in play?

Haven't played it yet. Might take it to Kindred Restructure:
Charlotte on the 16th. I expect to see that there isn't enough blood
management. May have to swap the Shadow Play for Shroud of Absence
and focus more on Appius Claudius Corvus.

Only 4/12 need NEC and that's only for Hordes. Clan HGs cheaper and
more likely to see play than Pap. GB is very prevalent these days and
this ups your odds of using it and thwarting your opponents.

I think you should stick with your instinct to focus on one big guy. Then
you don't really need the skill cards. Even planning to play Luca +
Pherydima is more feasible than Luca + Luna. Seems like that would be too
slow to get out enough zombies to really be effective. So I'd pick
whichever is your favorite and run 4-5 copies of him, then the rest can
just be support. Somebody who just has dom/nec or dom/obt could still fit
in here.

I don't really like to see this. I think the strongest first action you
can make is a govern down. You just got a 10 cap and quite possibly got
into the game a little late, maybe ate a bleed. Now you're going to tap
and if you don't gain 3 transfers, you probably will be defensless for
another turn. I think you want more governs to ensure the early govern
down (yeah, you don't get zombies right away, but you can make up for it
by getting two the next turn). You will also want them for bleed later
on.

Call of the Hungry Dead is a good card. Nice if somebody plays Howler
with a bunch of ravens or whatever and it's way better than Blanket of
Night. A few Conditionings will also go a long way.

Carlton? Does it make sense to have more Shambling Hordes than Nocturns?

I think you could lose the Arms. Dodging Nocturns? Not much point, IMO.

I'd rather do without the skill cards. A 2nd Fame would be pretty good.
Pentex Subversion should probably be in every deck and there's a lot of
use for it here. If your prey plays a bunch of wakes and has one guy with
a Sniper Rifle, just Pentex that guy and squish everybody else. Problem
solved. I like Jake in Shambling Hordes decks. He also works well with
Unmasking + FBI.

At least consider using the Sargon Fragment instead of the Necromancy
card. I think it's worth it for the other use.

I think Jeff is right about Banishment, but Perpetual Care is cooler.

I might drop a couple of Eyes of the Night. Unmasking will probably give
you the intercept you need. Also, you only have 7 Nocturns in the deck.
It's not really likely that they will all make block attempts and need
intercept.
