[LSJ] Changing 0 votes?

Can i play, say, Kindred manipulation to change the votes of a vampire
with no votes currently to votes of my choice (thus ensuring that if
they later play a dread gaze or something they're voting my way)?

what about if the vampire has votes but hasn't cast them, can i change
them then? if so, will it have an effect if they don't actually cast
those votes they've gained?

You cannot force an abstaining vampire to vote with Kindred Manipulation.
You can play Kindred Manipulation on a vampire that has not yet voted
as a restriction on the way in which that vampire can vote, but doing do
won't force him to cast any votes.

so it's ok to play Kindred Coercion on, say, Mustafa, as a card cycle?
(and if he happens to play a Surprise Influence afterwards (which
would indeed be surprising), then he'd be restricted to casting the
votes the way that the Coecion set)
