One. "equals or exceeds".
So Zero doesn't count? Since they don't have a cost at all, doesn't
Zero satisfay the "equals" part?
Without the card text of the Corruption in play, the Corruption
counters do nothing on their own.

Correct. Zero would suffice as "equal" if any effect were around looking to
change control of the minion. But no effect is. The only effects that look for
zero or more corruption counters are ones that place the counters themselves
first, so you end up with a counter.
So if you control a Cave of Apples you can take control of "free"
allies without having to place corruption counters on them first?
No, you still need to take one action, due to card text on Cave of
Apples. "If the action is successful and the number of your
corruption counters on that minion equals or exceeds..."

Any Follower of Set you control may put a corruption counter on an
ally or younger vampire controlled by your prey as a (D) action. If
the action is successful and the number of your corruption counters on
the minion equals or exceeds his or her capacity or cost, you may burn
those counters to gain control of him or her.
No. Card text.
If the action is successful and the number of your corruption
counters on the minion equals or exceeds his or her capacity or
cost, you may burn those counters to gain control of him or her.
You only get to do the burn and steal "If the action is successful".
