Can Haakon use this ability on himself? i.e. at what time is the
"untapped" status checked?

Yes, he can hunt for the same effect, and at +1 stealth, but there
are circumstances where a vampire cannot hunt, or effects such as
Foul Blood, where using this ability would be more advantageous.

No. When declared and when resolved.

Is he not allowed to use the ability because he is already tapped by the time
you declare it or because he's supposed to be tapped when resolved? If it's the
latter, couldn't he use it and then untap sometime before resolution? (i.e.
Earth Meld, Psyche!, Form of Mist).
