Bane Mummy question

Kherebutu may play cards requiring basic Necromancy as a vampire
with a capacity of 3.

Can he use cards such as Soul Stealing, which says:
Only usable when a vampire you control burns a vampire controlled
by your prey.

And, when stealing blood, can it go to a life total greater than 3?

Yes, since he plays the card as if he were a vampire.

Yes. There is no limit to an ally's life.
