Q: Can you attempt to steal or destroy equipment if your opponent has none?
A: Yes; in this case, your strike is simply ineffective. However, if you
play such a strike, you must steal or destroy equipment if possible; you
cannot ignore a piece of equipment you'd rather your opponent kept.

Yes, the effects are independent of each other.
