You may apply a "tap it" effect to any card in play.

Doing so to a card that is already tapped won't power any effect that needed the
tapping (the "tap it to do something else" type cases), however.

Likewise for "untap it" effects.

Specifically, Can you use a Homoculus to untap an untapped vampire?

Or, Do you burn a blood off of an untapped vampire with Vampiric
Disease during the beginning of the untap phase?

Or, Can you Tap a tapped Brujah in the Master phase for Brujah Debate
(say one that had a Sensory Deprivation on him/her).

Yes.

No.

Yes. The normal example is tapping the same Brujah for multiple Debates.
