1.Is elder impersonation usable on a block attempt that is already
already (currently) failing?


Ruled: Yes


2. Can a vampire with superior dementation Dive into madness to "gain
superior dementation"?

Ruled: Yes

Yes. Useful to cycle a card or to prevent your opponent from
cycling intercept (the latter is usually not a consideration,
but there you go).
