Qualifying question

If a player would place high enough in a regional qualifier
tournament to earn a qualifying spot, but doesn't intend
to go to a Continental Championship, can he or she yield
his/her spot to the next-highest-ranked player?

If so, can he/she do this only by dropping from the tournament
after the third round (before the finals), or can he/she play
in the finals and then either drop or otherwise decline his/
her invitation?

Apologies if this question has been asked before and I missed
it.

You'd have to decline before starting play (to avoid having
undue pressure put on any of the players from the #11 finisher).

Do you mean "before starting play for the tournament" (ie
before the first round begins, such players would declare
that they don't want qualifying spots)? Or before starting
play of the final round?

If it's not the former, I'm not clear how pressure from the
#11 finisher would be avoided - he or she would still want
anyone from place 1-10 to drop after the third round but
before the finals start. Although I guess there would be
less time to pressurize those players, if the window of
pressure opportunity is only the time between the end of
the third round and the start of the finals, as opposed to
the entire duration of the finals. :-)
