Hello, one question:

Is there a window of time to use heidelberg to move the blood gained
with abactor to another vampire, before the blood hunt referendum
kicks in?

call a blood hunt on this vampire (independent of the action, just as
if he or she had committed diablerie).

No. The Castle cannot be used until after the action is over. The referendum is
conducted before the action is over, albeit independently of the action.
