Do all actions which move a vampire from the torpor region to the ready
region count as "rescue actions", for the purpose of Torpid Blood?
Specifically, would the cost of Renewed Vigor (inferior, if targeting an
older vampire) be increased by Torpid Blood?

Card text indicates that this is a different action. But I just want to
make sure, before I rely on this for a deck. :)

No. Similarly, actions which put allies in play are not all recruit
actions
(e.g., Compel the Spirit). And actions which gain blood are not all
hunt actions.

No.
