Yes, Independent vampires with printed votes are titled, thus they canont take
the innate action to become an Anarch.

Correct. Any titled vampire, Camarilla, Sabbat, or Independent, is prohibited
from taking the action to become Anarch. That action is only available to
non-titled vampires.
