What is considered an "action" card? Does an ally, retainer,
equipment, power or political action card count? They do have the
little action symbol in the upper left hand corner.

Yup. Basically, "a card that a minion plays when announcing an action
= action card".

IIRC this was already the case in Jyhad, then it got changed in VTES
and then changed back in Cam Ed.
