The Heir, while another minion I control calls a vote. Other
Methuselahs control among them an older Toreador (Anneke), Ellison
Humboldt, and Kateline Nadasdy. With so many potential effects that
can force Mustafa to vote or abstain one way or another, how do they
all resolve if several of those effects come into play?
I've played with the assumption that the effects take place when they
are used, so if one effect is used, then another and so on, the final
effect played takes precedence. So if Mustafa casts his votes in
favor of the referendum, then Anneke uses his text to change his votes
to against the referendum, Kateline can then use her ability to force
Mustafa to abstain, then Ellison can use his ability to again force
him to vote in favor or against. If no more effects are used to force
Mustafa to vote one way or another, he will cast his votes in favor
because Ellison's ability was the final to be used, correct?
That then raises the question of what happens when two of the
Methuselahs want to use abilities to alter Mustafa's votes at the same
time. Who gets priority?

To clarify this, I mean Mustafa will cast his votes according to
Ellison's controller's wishes per Ellison's text, because after
Ellison used his ability no more effects where generated to manipulate
Mustafa's votes.

I'd say clockwise, starting with the acting methusaleh (and restarting
there as soon as any effect has been used). At least that's the
basics, given in the rulebook.

Sequencing. If two or more players want to play a card or effect, the
acting Methuselah plays first. At every stage, the acting player
always has the opportunity to play the next card or effect. So after
playing one effect, she may play another and another. Once she is
finished, the opportunity passes to the defending Methuselah (in the
cases of directed actions and combat), then to the rest of the
Methuselahs in clockwise order from the acting Methuselah. Note that
if any Methuselah uses a card or effect, the acting Methuselah again
gets the opportunity to play the next effect.

Correct.

Whoever uses the ability first. "At the same time" occurs rarely in practice
(almost never, that is). But, if you find it to be the case, the standard
sequencing rules can be used to resolve the race condition.
